I have a David that is sinking shed, how do I convert the tie up or do I need to convert it

If the pattern is for a rising shed (jack loom) you can tie up all the empty boxes in your tie-up box instead of what's on the pattern. If you keep the same tie-up as the pattern meant for a rising shed, your pattern will just be on the underside of your warp while you're weaving which is OK too :)
