I was wondering... what determines when to use paper on the front warp as the fabric is rolled onto the front beam? I see some weavers do not use paper on the front beam and some do....

Never having used paper on the front/cloth beam, my guess would be if the cloth was woven at a very open sett and might not be stable until it’s fulled - the weaver might be protecting it. However, normally by the time it’s going onto the cloth beam, the cloth is stable enough not to need it. However, to quote Jane - it’s not wrong nor right - just personal preference;-)
